Open Market properties are available for rent or purchase by anyone who is a UK or European Resident. It is worth checking with the Housing Department if you have any doubts as to your status in this regard.
People from further afield would need Immigration approval before they can look at any accommodation.
Local Market property is reserved for people who have Local Market status, that means they are born in Guernsey, have achieved Local Market status because of the length of time they have lived on the Island or they are living with or are married to a person who is locally qualified.
Local Market property is also made accessible to people under licence. In other words because of their skills or the importance of their job, it has been deemed appropriate that they should be given a licence to live in Local Market accommodation. With regard to such licences a term frequently used is that the job is considered "essential to the community".
As Guernsey has no significant unemployment, short term licences are also given to people to enable them to occupy local market accommodation and work in areas such as Tourism and Horticulture, where it is difficult for those industries to find staff. Such licences are often limited to 9 months and the individuals must leave the island at the end of that period for at least three months.
